Umm.. Yeah, of course they can't know for certain until Sony has a final say in this decision. Namco (before Bandai merger, of course.) Are legally bound from revealing any information regarding the Tekken series without shared consent and vice-versa.
Let me make this clear to you, since you seem to lack knowledge of the term "Joint Contract."
Namco-Bandai has only about HALF say in whether it is going to be exclusive or not. Sony still made no word on that and considering their past history with being notoriously greedy with the series it isn't likely to happen.

Truth: The rumor was surfaced on IGN and the editor who started the rumor was fired. It wasn't even a big debate or fanboy war, People already remembered what happened with the TTT rumor.

Truth: Granted, if Sony heard anybody at Namco stating such a thing, then that's Namco's last breath. That rumor was born right in this very site when Tekken 5
R was announced for PS3. Simply put, those who were unlucky enough to purchase the 360 didn't want a PS3 and thought that after "Soul Calibur 2" went multiconsole that Tekken would follow suit. Problem with that logic is that Sony never tried making any contract with the Soul Series. When Tekken 2 boomed in the arcades is when Sony started to leech off of the Franchise's success.
Do you even see it in any of the Xbox 360 news releases? If not, then the odds are that there's still a 00.000 % chance of it occurring. Sony would have to magically go bankrupt in order for it to occur in our next 6 years or so.
For the last time, Namco is only half of the story, you have to hear Sony's half as well. (Even though Sony's even more tight-lipped than Nintendo.)
Sony normally doesn't have a contract involved with Third-party developed titles on their consoles. The Tekken series is one of the few exceptions. The only thing that fell outside of the contract was Tekken advance, as it was a portable console project that didn't cross Sony's terms.
(PSP was not invented back then, portable games were not included in contract at all and it would not threaten Sony's sales.)
The problem is, that the contract was signed when Namco announced Tekken 2. (the game wasn't anywhere near complete yet) but Sony had the deal then and there.
There was a rumor back in 1998 that Sony lost the contract with Namco after Sony was accused of stealing ideas from Namco (putting Tekken and Soul Blade inspired elements in their first-party games) and Namco had a split-second shot to push Tekken 3 for a Dreamcast release and Immediately pushed Soul Calibur into the same. I don't recall if it was true or not. (that sounds sketchy to me, since I never saw Tekken 3 on dreamcast.) but It had something to do with 'Bleemcast' and the traces stop and slur a bit there.

The original contract was set to expire either on 2010 or 2014. If it was a 20-year contract, then it's 2014, (Tekken was released 1994) If the whole "Sony-stealing" rumor is true, then it could be longer than that being that a renewed contract would give an extended time period.
The whole problem is that Sony has a reputation for stealing ideas outright and making slight changes to make their products look completely different/better, which makes the "stealing from Namco" rumor sound almost reliable, but Namco never reported it outright and Sony denies the claim. ( Nothing was above the PS2 at the time. it was just released then. )
For those of you who didn't know about it, Nintendo actually came up with Rumble and Analog Features for the Nintendo 64, but Sony afterwards produced the "Dualshock" (Two analog sticks and rumble built-in) which got Sony's rep for stealing Ideas. (they did it again with the motion-sensing controls for the Wii, but Nintendo waited too long to reveal their products and Sony came up with something motion sensing based on what they knew, which may be why the PS3 Sixaxis seems to be a 'real gimmick' compared to the more thought-out Wii remote controller concept.) The rumor of the "Contract death in 1998" Spurs from Namco noticing the theft of ideas and watching themselves for Sony's first-party products.
The most arguments were never settled for which games had the "Stolen ideas" but it's usually assumed that it was Battle Arena Toshinden 2 and 3, but anybody who played those games noticed nothing directly or slightly similar or familiar with any of Namco's games. ( Rungo came before Rock. Mondo came before Kilik, Duke came before Seigfried, not the other way around. not the other way around.)
The other most argued debate around that time was that (since Namco was contracted with Sony for Tekken) that Information about the production of "Soul Edge" was already being released and talked about and that Sony stole the heard ideas at that time to make their own game, also stealing Ideas from "Art of Fighting" (Super moves) to come up with the "Desperation Moves" in Toshinden. (This would have forced Namco to release their unfinished game. This backs up the loose talk that people had been curious about the unused character models in Soul Edge/Blade.)

It's very much possible that Sony's contract still stands with Namco, but Namco doesn't seem too trusting of Sony as much as they used to.
Keep in mind that Sony's only real enemy in gaming has always been Nintendo since Nintendo turned them down for a console production after the failed CD-I console/project. Sony, for the longest time, has seemed almost hell-bent on trying to best Nintendo and in the process has a nasty streak of Idea-stealing being greedy. If the contract does fall in either 2010 or 2014, It's almost a certainty that Sony would Give Namco an even bigger offer to hold onto the series even longer.

Namco's Tekken series is in contract with Sony, As long as Sony keeps kissing up to Namco with big bills, Tekken isn't leaving Sony any time soon.
Microsoft has to know the exact moment the contract expires for them to have a decent shot at getting it on their systems.
I personally am too worried about playing Brawl at the time to care which console Tekken goes to, but there's a better chance of Clinton being re-elected for president than sony passing up the exclusivity contract with Namco, in all honesty.

The franchised characters are locked in the contract, but the only exception is if they are not under the Series label, as a guest character. (Pac-man Fever, for example. Heihachi is available) So, yes, it would be possible, but only if under that circumstance. It cannot be directly a "Tekken" or much of a "fighting game" in any way.
Tomonobu Itagaki (google it, I'm sick of researching) abhors Tekken to such a degree that he lies about having liked it before.(he was an avid fan of tekken before he was embarrassed at DOA being banned from regular fighting game tournaments. He claimed to take offense at a remark of some sort from somebody in the Tekken staff. He's been pissed ever since and called it a disrespect towards his whole family.) He doesn't want anything to do with Namco Fighting games on the whole and considers Tekken a mockery of the fighting genre.
